Annapolis Royal Mayor Michael Tompkins was surprised Wednesday evening when the council meeting started before he pounded the gavel. There was an item not on the agenda -- the mayor was presented with a Queen Elizabeth II Diamond Jubilee Medal by Town Crier Peter Davies on behalf of the Federation of Canadian Municipalities.
